Historically, the humane movement has been at a sizeable disadvantage in the fight to pass meaningful public policy reforms to protect animals. Our opponents have much larger war chests for legislative and political work. Now the Humane Society Legislative Fund (HSLF) is working to level the playing field for animals. Formed in 2004 as a separate lobbying affiliate of The Humane Society of the United States, the HSLF has three primary goals:
to help pass animal protection laws at the state and federal level.
to educate the public on animal protection issues.
to support humane candidates for office.
In 2006, our first year of electioneering activity, the HSLF helped win landslide victories for animals on statewide ballot measures and to defeat the nation's least animal-friendly member of Congress, senator, and governor. In the U.S. Senate, 24 of the 28 HSLF-endorsed candidates were victorious. And 273 of the 301 HSLF-backed U.S. House candidates were elected to the 110th Congress. Our 86-percent win rate in the Senate and 91-percent win rate in the House is a remarkable beginning.
